What is BNSB?

Realizing the paucity of Ophthalmic services in the country and the necessity of urgent efforts in this sector, a group of medical professionals and social workers took initiative to form a voluntary organization named ‘Bangladesh National Society for the Blind’ in the year 1976.

There are Nine BNSB Eye Hospitals in Bangladesh. Those are BNSB Dhaka, Chittagong, Khulna, Dinajpur, Mymenshing, Moulovibazar, Sherajgonj, Chandpur & Potuakhali.

To reduce the curse of blindness in the society we live in.

Mission:

The mission of the organization is to make people (irrespective of caste, creed, Social, education and economic condition) aware about eye care and provide specialized treatment for eye patient so that they enjoy clear vision. In view of points the mission is:  

  • Prevention of blindness through creating mass awareness and early prevention
  • Creating facilities for appropriate treatment
  • Rehabilitation of blind and visually handicapped people who can neither is helped by treatment or surgery.

Organization’s Values:

Bangladesh National Society for the Blind (BNSB) Dinajpur (Gausul Azam BNSB Eye Hospital, Dinajpur) has been initiated since 1976 to offer service to the people of Northern Districts of Bangladesh. The services aimed at Eye treatment to the poor, helpless and wretched persons and aware them on blindness, malnutrition and its prevention. The hospital has been established with the dedication of some local Patrons and philanthropic people to continue eye care services. In 1978 the Government of Bangladesh allotted 1.89 Acres of land in Housing Estate Dinajpur for the Hospital in recognition of the services to the suffering humanity. In the same year Rajshahi Development Board donated Tk. 1,00,000/= to lay the Foundation of the Hospital Building. The great benevolent, Philanthropist and businessman of Dinajpur late Golem Mustafa donated Tk 12,00,000/= for the Building construction & it covered the expenses of the ground floor and up to the roof level of the 1st floor. The Hospital has been named Gausul Azam BNSB Eye Hospital according to his wishes.  Day by day the hospital activities spread all over the country and patient from different parts of the country started coming to receive eye treatment and care. Alhaj Dr. Samiruddin Ahmed, Ex General Secretary, requested the President of Donor Agency Andheri Hilfe of Germany through CARITAS for meaningful help to this establishment. On his special request, the Chairman of Andheri Hilfe of Germany Miss. Rosi Golman came to visit the Hospital. She met with the members of the Executive Committee and sanctioned a grant of Tk. 35,00,000/= for completion of the Hospital Building. Thereafter, the management completed a 36 bedded Eye Hospital including six Cabins and now it has more than 100 bed eye hospital with 14 cabins.

The Hospital is running by the guidance and advice of the Executive Committee consisting of 14 Members. There are 81 Employees including 11 Eye specialist Doctors (Ophthalmologists) working in this hospital.

Hospital Activities:

Now the hospital is operating its functions in the following seven different ways i.e.-

1)   Hospital based treatment program.

  • Mobile Eye camp Program.
  • School Students (Primary Level) Sight Testing Program.
  • Teachers training program on primary Eye Care
  • Primary Eye Care Center
  • Poor patients support program
  • Human Resource Development Program.
  • Hospital based treatment Program: The program is divided into two departments as- Indoor & Outdoor. In Outdoor Department average 300/350 patients are received various types of eye treatment daily. In OPD Doctors examined the patient who need admission into the Indoor department Doctors suggest them admission into its Indoor department. After admission, Doctors make successful Operation for various eye diseases such as Cataract, Glaucoma, DCT, DCR Ptyrigium etc. and implanting of Intra Ocular Lens (Artificial) (IOL). This IOL and other Operations are done with minimum cost and the Poor patients are treated/ operated with free of cost. We make diagnosis and provide treatment to the patient by modern and latest machineries and instruments such as Autorefractometre (Computer) YAG Laser, A-Scan, B-Scan, Phaco, Visual Field Analyzer, Vitractometer etc.

2) Mobile Eye camp Program: This Program aimed for providing Cataract & other operations,  Medicine and Spectacles supply to the poor Patients with free of cost all over the Northern Districts under Rajshahi & Rangpur Division. Annually we organized average 25 Eye camps where we treated average 20,000 patients yearly.

3)  Mobile School Sight Testing and Blindness Prevention Program:

Under this program, more than 40 Primary Schools covering average 15,000 Students tested their eye sight and supplied them Medicine & Spectacles with free of cost as per their need in every year. If needed necessary operation done with free of cost to the students.

  • Teachers training program on primary Eye Care: The Hospital organized day long training program with the primary level school teachers for a community eye health awareness purpose for the prevention & treatment of eye diseases
  • Primary Eye care Center (PEC):

To give door step eye care support to the distressed people, establishment of PEC is a new idea. Basically it is a sub center situated in Upa-zila (Thana) level where the community people come for eye treatment and operation easily. One ophthalmic paramedic/ Refractionist, Male & Female Helper Guard & Cleaner stays there & gives treatment. In case of surgery the patients are advised to attend another specific day. Recently BNSB Eye Hospital Dinajpur established one Primary Eye Care Center (PEC) for promoting eye health, control and reduce the blindness in the rural communities.

      6) Poor Patients Support Program:

Under this program we give support to the poor patients with full and partial free for operation and also treatment. Bangladesh is poor and developing country. Above 70% people live below the poverty line. Dinajpur- Rangpur region is comparatively high poverty area among the country. Poverty is a cause of blindness & eye disease. Due to this cause the number of poor patients in this region is high. Every day huge number of eye patients comes to the hospital for free treatment/ operation. And we give them treatment, pathological tests and operation with free of cost. To support these poor patients need fund for this program.  

7) Human Resource Development (HRD):

To develop high and mid level medical and administrative people for constant services in this sector is the objectives in this program. In the eye care field one of the major barrier is shortage of trained eye care professional. To address this vital issue, various government and non-government medical institutions started comprehensive training programs on Ophthalmology like Diploma and Master Degree in Ophthalmology. We trained our staff from those institutions.

Hospital Administrative policy:

The hospital is running by the 14 member’s executive committee and the General Secretary is the main person to look over the hospital activities day to day.  

The General Secretary shall execute the different programs of the Hospital in consultation with the Executive Committee.

He shall convene all meeting of the Governing body from time to time in the manners stated earlier and write proceeding of the meeting and get them duly signed by the president who preside over the meeting.

He shall prepare the Voter list and cause its publication in the manner stated herein before.

He shall prepare annual budget of the hospital in consultation with the members of the executive committee and place it before the general body for approval, manner stated herein before.

He shall get the account of the Hospital/ samity audited in time and place the audit report before the executive committee for discussion and then submit in the general body for discussion and approval, manner stated herein before.

He shall prepare annual general report of the hospital and place it before the Executive Committee for discussion and then place it in the general body for approval and then forward various stakeholder/ partners.

In the event of absence of the General Secretary due to illness, resignation or other unavoidable

circumstances the Assistant General Secretary shall discharge and continue to discharge all\

functions of the General Secretary till a General Secretary is come back.

All these functions is continued and implemented by the active cooperation of Sr. Consultant and

Manager Administration of the hospital.

Partner Organization uses a standard computerized accounting package. Has dedicated computer for financial software?

Yet, we are not computerized our accounts department, we are talking to the various software company to computerized the accounts department. Hope we shall be able to computerize our financial system with dedicated software.

But we have Integrated Hospital Management System (IHMS) Software.  Patient’s registration, Admission, Discharge, pathological tests, Data record keeps and maintain by this software.  We have received this system software from Aravind Eye Care System Madurai, india.       

How to manage store and how many staff for maintaining the store?:

We have separate store for medicine and stationery items. We maintain the above stores manually.  One staff is responsible for this job, but if he feels pressure any time to conduct his job we give him support by another staff.     

Bank accounts and cheque signatories are authorized by the organization’s Board of Directors or Trustees or other authorized persons:

Our main accounts having at The City Bank Ltd. and IFIC Bank Ltd. Dinajpur Branch, Dinajpur.  As per constitution all Bank accounts signatories will be the General Secretary and Treasurer of the Governing Body. They are:
